THE DUMP HAD PLUG WITH SALT CAUSING VESSELTO OVER PRESSURIZE AND START VENTING.THE SAFTEY EQUIPMENT IS DOING ITS FUNTION AS DESIGNED.THE CONTAMINATED AREA IS APPROXIMATELY 120' WIDE X 160' LONG.CRYSTALIZED SALT BRINE COVERING SCRUB BRUSH AND ROW OF DORMANT TREES. REQUEST IMMEDIATE REMOVAL OF 3" TO4"TOP SOIL ,REPLACE WITH CLEAN TOP SOIL AND RESEED.THE TREE ISSUE IS RESOLVED BY STRAWING UNDERNEATH AND STRAW BARRIER AT THE LOWEST POINT OF LOCATION,HAVING (VOL) FIRE DEPT.SPRAY F/W TO REMOVE SALT BRINE FROM DORMANT TREES. CONTAMIATED SOIL AND STRAW IS STORED ON PIT LINER AND COVER PENDING ON PROPER PAPER WORK TO EPA APPOVE SITE. THESE PROCEDURES ARE IMPLEMENTED BY 12:00 THE NEXT DAY. FOLLOW- UP AND VIOLATIONS ARE FORTHCOMINGING IN FUTURE. A RELEASE OF BRINE IS A VIOLATION IN REG. CSL-301.PICTURES ARE BEING ATTACHED WITH REPOT AS EVIDENCE. WELL SHUT - IN DURING CLEAN-UP AND EVALUATION.
