2823147 Primary Facility 2019-01-04 Incident- Response to Accident or Event Pending I was contacted By department employee Steve Wells of an oil spill on Fogel Farm road around 2:20 pm. I arrived on site at approximately 3:00 pm. At that time I met with Steve and we surveyed the scene and identified the source was an 150bbl to 200 bbl oil storage tank valve in which it had failed and released the contents of the tank battery. The oil and contents did leak into the containment and into the head waters of McArthur Run. A survey downstream showed the oil was ponding in various locations and staining of the leaf litter. Several phone calls were made to identify the proper owner of the tank battery which is Coastal Petro Corp. With entrance sign posted as Pennfield Energy they were also notified. Matt Duckett (Pennfield) volunteered his vac truck and staff to assist in the early clean up process.


Vac truck pulled one load of oil/water out of the dike area. I placed pads and booms in the stream where the oil was ponding. Also placed an under water dam at the culvert closest to the tank. There
