The Department did discover indications of a much larger brine release than the reported 10 gallon release, and residual impacts of continual un-reported releases on 5/17/18. At the time of the inspection a service rig was on site preparing the wells for production and flowback operations. The modular aboveground storage structure (MASS) was observed. On September 23, 2018 the operator reported a 2 barrel glycol release to the well pad. During the September 24, 2018 site visit the Department observed the continuation of the glycol release. The operator has installed a dehydration unit on the site, not in secondary containment. The glycol in the dehydration unit was foaming, by passing the flare and "burping" a glycol/condensation/brine mixture out the vent on the flare unit to the well pad. The vent has been "burping" the mixture for an unknown amount of time and was observed by the operator on September 23, 2018.
