Per Mr. Greenert, the Operator was killing the well for plugging operations and believes that while doing so, an artesian was exposed. The well is located in a previously mined out area. Field readings indicate the pH to be 7.0 and the conductivity to be 800µmhos/cm. The water is clear.
Mr. Greenert reported that a stream is located approximately 50-60 yards from the well and stated that the discharging water is flowing to the opposite side of the site from the well. The water is contained on-site at this time and is estimated to be discharging at a rate of less than 1 gpm. The water has traveled approximately 50 feet from the well although it is difficult to verify due to the current on-site conditions (i.e. snow, snowmelt, precipitation). According to Mr. Greenert: The discharge is still occurring at a rate of less than 1gpm. Field readings show conductivity levels of approximately 600 µmhos/cm and a pH of 7.0. The water is clear. There is a trench currently collecting the water and a vac truck has been pumping the water from the trench as it fills. Water is seeping out from the edge of the pad, however it is difficult to discern whether the water is from the discharging fluids from the well or from the current snowmelt. Per Mr. Greenert: The seeping water appears as if it may be heading in the direction of the nearby tributary to Yellow Creek. Per Mr. Greenert: The discharge has ceased as a result of capping off the well. A pipe was previously placed between the annuluses where the water was discharging so that it could be directly removed by the vacuum truck without discharging onto the ground. There is no longer a seep. According to Mr. Greenert: The discharging water did not reach the tributary. No erosion concerns exist as a result of this discharge. Mr. Greenert stated that water was being pumped into the production string when water began discharging from between the casings. Mr. Greenert believes the Operator is going to continue plugging operations. The Department recommended that the location of the seep is monitored should seeping begin again. Mr. Greenert agreed to keep monitoring this area, but does not believe that the seep was from the water discharge |

The well was capped off to prevent the discharge of water from continuing. The water was discharging from between the 8 5/8” and 13 3/8” casings. The Operator believes the discharging water was coming from between 30-60 feet down. Field readings collected by Mr. Leightner showed the discharging water to have a pH of 7.0 and a conductivity of 813 µmhos/cm. During this inspection, the Department did not observe the water discharging from the well. The Department did not observe any adverse environmental impacts at this time that may have resulted from this reported discharge. At 1053, the Department called Mr. Greenert and left a message. At 1317, Mr. Greenert returned the Department’s phone call. Per Mr. Greenert, the discharge remains stopped and no more water has seeped from the edge of the well pad. Based on Mr. Greenert’s observations while the seep was active, he does not believe that the seep was related to the discharge. Mr. Greenert does not know if the casing is compromised, but believes a cement bond log is being run. Samples were collected by a third party lab. The Department recommended to Mr. Greenert that the appropriate actions are taken as necessary in order to prevent any disturbance and/or discharge to Waters of the Commonwealth. |
