This inspection result is PENDING Department review of sample results.

UPDATE 6-30-17: Department received and reviewed soil sample results. Based on site inspection (conducted 5-1-17) and review of sample results, a violation is being issued for Operator failure to collect brine or other fluids produced during the operation of the well. A follow up inspection will be conducted at a later date.


Update: 7/19/17 Well transferred to current operator, violation and related enforcement record transfered to current operator.

2614384 Primary Facility 2017-07-10 Administrative/File Review Outstanding Violations - Viols Req'd Admin inspection to inspection ID#2588933 where a violation was issued for operator discharge of brine. The well tag for this well lists Energy Corp of America as the operator however Department records indicated Dominion Trans INC is the operator. Department requests operator provide well transfer information to ensure Department records are up to date.

Department contacted Energy Corp of America rep Vince Tonkin by phone for update. Mr. Tonkin stated that on 5/4/17 the tank was emptied and removed from the site. No soil was removed from the site. The area was limed, fertilized, seeded and mulched. Department recommends Operator continue to monitor site to ensure site reaches permanent stabilization. A follow up inspection will be conducted at a later date.

2614401 Primary Facility 2017-07-10 Administrative/File Review Outstanding Violations - Viols Req'd ADMIN inspection to inspection record #2588933 where a violation was issued for Operator release of brine. Dominion Trans INC rep Jennifer McCloskey contacted Department by phone. Ms. McCloskey stated that Dominion Trans INC no longer owns this well and that it was sold in 1996. Dominion Trans INC remains the operator of record for this well until documentation proving otherwise is provided.

UPDATE 7-12-17: Energy Corp of America (ECA) rep Mike Kochran contacted Department by phone. Mr. Kochran stated he just received the NOV which was forwarded by Dominion Trans INC. Mr. Kochran stated that ECA purchased this well in 1996 and is the current owner. As per DEP form 5500-PM-OGO0010 (Application for Transfer of Well Permit or Registration), "The new operator or authorized agent must sign the transfer form." The Department recommends ECA provide documentation of the well transfer.
