Access road and well site were snow covered at time of inspection, although no obvious signs of erosion/sedimentation were found. Inspection revealed the following deficiencies: 1) Steel brine tank is rusted out with several visible holes, and is no longer functional in its present condition. If a tank is necessary for the containment of brine/gas well fluids then it must be replaced with a sound tank. If it is no longer necessary for production then the old rusted out tank must be removed from the property. 2) Gas well needs to be properly identified with the permit number affixed to the well. Requests for both of these concerns to be corrected was made through a compliance assistance inspection on 12/23/2008, through multiple messages on the operators phone over the last two years, and through a face to face conversation with the operator in mid 2010. No effort was made to bring these issues into compliance. Inspection report and NOV will be hand delivered to operators residence, due to the lack of response. |
