Access road, and site snow covered, but appear ok. Compliance assistance inspection on 1/5/11 used to address issues with pit and disposal of cuttings in relation to SHWT. Also spoke to operator representative Joanne about this. Inspection revealed the following deficiencies: 1) Drill pit constructed less than 20 inches from SHWT. According to E&S plan depth to SHWT 6 to 12 inches. Pit was already 8 to 10 feet below surface due to cut. 2) Improper encapsulation of drill cuttings. Pit was not minimum of 20 inches from SHWT so could not encapsulate. These were discussed with operator before violations commited. Operator said no actions would be taken until soil examined, then called few days later to inform that pit was encapsulated and no soil evaluation done. Drill cuttings, liner, and contaminated soil must be removed from site of encapsulation, taken to an approved disposal facility, and all disposal recipts/manifests submitted to the Department for verification. |
