Observed mud on SR 217, Larry of North East Energy assured dept broom truck was on the way to clean road. Operator plans to encapsulate drill cuttings but based on Seasonal High Ground Water table, 18-36in, operator will be unable to do so and/or the pit must be constructed 20in above the SHGWT. One unlined pit located onsite, it appears that water was flowing in to pit pit bottom had water present. Based onobservation and SHGWT operator will either have to utilize an above grade pit or tanks. For the time being Larry of NEE took it upon him self to stop construction of pit and pump water out (filter thru bag) based on observation prior to dept¿s insp. It was also noted that during construction, a field drain was hit, cracked,&repaired. Ffield drains may be a slight contributor to water in pit, but SHGWT is <20in minimum.
