2723178 Primary Facility 2018-04-25 Incident- Response to Accident or Event Viol(s) Noted & Immediately Corrected I met 2 Rockdale representatives (Tony Ronquillo and Nathan Smelsey) on site. They explained the following: yesterday a worker discovered a white substance on the pad surface near 2 of the production tanks (photo 4). A vac truck removed the white substance and some of the loose pad material, then they covered the affected pad area with a tarp.

Today, Rockdale removed the tarp so I could get electrical conductivity (EC) readings from pooled liquid with an Oakton PCSTestr 35, and from solids with a Hanna Soil Test. The liquid returned a 0.36 mS/cm EC reading. The highest readings from the solid pad material were 2.2 mS/cm and 1.1 mS/cm in 2 isolated areas (photos 2 & 3). An excavator removed 1-2" of pad material from those areas. EC readings from solids after that excavation were below 0.5 mS/cm, and the area did not appear visibly impacted by white salt(s). JLP
