Ms. Beacker and I arrived onsite at 10:00 and spoke with the well tender (John Moltz). The well tender, Ms. Beacker, and I walked the site. The production equipment all appeared to be functioning properly but an odor similar to what the complainant described was evident. The well tender noted that the odor was a normal part of the operation of the well and specifically the dehydration unit. Approximately 10-20 barrels of spent glycol (Triethylene glycol) was being stored onsite in containment. The odor described by the complainant and noted by the Department is described as an odor but is not characterized as a mal-odor. As discussed on 3/16/2015, please review the O&M procedures for the dehydration unit and makes sure the unit is functioning properly. No Violations Noted. |

All permanent PCSM control features identified in the permitted plans have been installed. But, the infiltration basin slopes lack vegetative cover and have noticeable erosion. Silt sock around the site was cut open but the synthetic fabric has not been removed. Silt sock above the access road was left intact and was not removed. Plastic netting from erosion control blanketing was left at several locations. On the fill slope at the northwest side of the pad, the slopes show signs of recent (the last 24 hours) and historic erosion. Overall, the site lack 70% uniform perennial vegetative cover, shows signs of accelerated erosion, and has plastic material from erosion control blanketing and silt sock that have not been removed. I recommend the Well Site Restoration Report be denied. |

Moltz said that Atlas was aware of this and planning to fix it. Confirmed this with WQS on return to the office. No violations were noted during the inspection. Left location @ 13:00. |
