At the time of the inspection, the the major earthmoving onsite was complete and the site was stabilized with straw mulch. Water was flowing from the cut-side of the tank pad, through the drainage features to the cut-side of the well pad. The water concentrating on the cut-side of the well pad is not conveyed to the infiltration basin. A sediment-laden seep originates on the fill slope of the well pad and discharges from the site to Waters of the Commonwealth. Sample 3440367 was collected at 11:30 from a pool south of the well site. I recommend meeting onsite to discuss the stormwater management and E&S control for the site since they don't appear to be functioning as designed. Violations cited to ESG29-081-17-0005.

Dan Harvey (DEP) and I met with Gregg Saunders and Donald Stevenson (both Inflection). At the time of the inspection, top-rock was being hauled-in and applied to the tank pad. Top-rock has yet to be applied the the well pad and ditches have not been permanently stabilized. Water in the stormwater system was flowing east to west along the swale at the base of the cut-slope. The water was flowing clear and went subsurface in the northwest corner of the well pad. The seep documented in the Department's 4/4/2018 inspection report was not discharging sediment during the inspection. Violation cited on 4/4/2018 are considered closed. No testing has been completed to show connectivity between the stormwater system and the seep documented on 4/4/2018.

The Department plans to monitor the stormwater system as more permanent stabilization is established. No violations noted.
