Brown #1 site located in West Branch Twp., Potter Co. on 7/11/16 @ 1442 hours due to concerns of earth moving activity at the site without adequate BMPs.
Dan Krause, Consulting Petroleum Engineer and Rich Wilson, Project Manager were Ultra’s onsite representatives. Mr. Krause stated they were in the process of plugging the Brown 1 Well API# 105-21538, but were awaiting the proper permits to haul freshwater to the site for cementing. Mr. Krause stated they laid fresh stone on top of the pre-existing pad surface, and have not performed any earth moving activities. At the time of this inspection, new rock was observed on the pad surface. It did not appear the pad size was increased. Roll off tanks were located on containment awaiting delivery of freshwater. On 3/31/17, the Department received a Well Site Restoration Report (WSRR) for the Brown 1 well. The well was plugged from July - August 2016 and final site restoration was completed during the late summer. Germination at the site is uniform and last years growth is starting to turn green. The perimeter silt sock remains in place. The site signage and mailbox containing the E&S plan are still located near the site entrance. I reviewed and approved the WSRR on 4/5/17. No violations were cited during this inspection. I concluded the inspection at 1140 hrs. TLT |
