Site vegetated with >70% vegetative cover, and temporary erosion and sediment control BMPs have been removed. No ESCGP was issued for this site as the total area of disturbance is less than 5 acres. No evidence of accelerated erosion or sedimentation was observed. Drilling is currently underway. Containment was in place under the drill rig and appurtenant equipment. Containment was also being used for pumps and generators that were not within the drilling mat area. No evidence of leaks or spills was observed. At the time of inspection, the pad surface was very muddy. However, all of the mud was contained on the pad. No voilations were cited during this inspection. |

This appears to be the low corner of the pad, and it appears the flow has concentrated and eroded pad material down the fill slope. None of the eroded material has left the limit-of-disturbance for the site. Merle Wade of Chief was on site and informed of this finding. No violations were cited during this inspection. |

Chief reported that approximately 20 gallons of brine leaked during the replacement of a produced water tank to the ground surface. The spilled fluid was immediately removed with a vacuum truck and the affected pad substrate was excavated and removed. New gravel was put in place.
Mitigation efforts had been completed at the time of my inspection. New gravel was evident at the location of the spill. No odor or staining that could indicate residual contamination was noted. Because the brine spilled on the pad surface, this release had the potential to pollute waters of the Commonwealth, which is in violation of 35 P.S. § 691.402(b). Title 35 P.S. § 691.402(b) prohibits conducting activities regulated by permits issued pursuant to Section 402 of The Clean Streams Law to prevent the potential of pollution contrary to the issued permits or without a permit.
