On the south side of the containment, next to the lined soil berm, a large amount of water was present in the 3-4' area between the rig mats and the berm. Conductance readings of this water (4.85 mS/cm) indicated that this was likely not fresh water. Water present in an identical area between the lined soil berm and the edge of the rig mats on the north side of the pad showed low conductance (.640 mS/cm). A small amount of water (2-4 gallons) on containment near the wellhead showed elevated conductance as well (7.02 mS/cm). I found no indication that any of the water on the liner had gone to the pad surface as I walked the perimeter of the lined area. One conductor in addition to the 5HC, and one empty cellar. The new Chesapeake cellars are rectangular, have steps in set into the side, and tiedown locations inset into the side of the cellar. At the time of my inspection, the auger was about 10 feet below the base of the cellar, and there was water in the borehole. Also met briefly with Chris Schmalz and discussed Chesapeake plans. There were 3 properly tagged Marcellus wells staged for production and 1 plugged well. There were 7 GPUs and sand separators and 1 produced water tank onsite. There was a poly vent tank in a Rubbermaid tub. There was also an extra methanol tank that did not appear to be hooked up. On the pad there were some foam and liner materials that may not be needed for production (Photos #4-6). There also appeared to be a blue tarp along the access road. There was about 1 inch of snow covering a majority of the site. The top and outside of the containment berm had taller vegetation visible through the snow. Many of the steeper slopes were stabilized with rock lining. Several sections on the inside of the containment berm lacked sufficient vegetative cover (Photo #3). As I was leaving a well tender was arriving. The Department recommends stabilizing and seeding areas of sparse vegetation as weather permits. No violations noted |
