The perimeter of the site was inspected and the silt sock had been installed as per the E&S plan and appeared to be functioning. There was a gap in the silt sock along the southeast perimeter of the Limit of Disturbance, near Sediment Trap 2 that present a potential to discharge sediment to an identified wetland area. The super-silt fence baffles in the Sediment Traps were improperly installed. As per the E&S plan and the E&S BMP manual (see Standard Construction Detail # 4-10), the fabric toe should be placed in the bottom of the trench, backfilled and compacted. The toe of the fabric of the super silt fences in both sediment traps was laid on the ground surface and cover with soil. This constitutes a violation of § 102.11(a). This violation was cited against the 113-20255 permit and was immediately corrected. No violations were cited against the 113-20260 or ESG29-113-14-0001. |

There were 3 properly tagged Marcellus wells staged for production. All the well cellars were filled in with gravel. There were 3 GPUs, 3 produced water tanks, 1 compressor, and 1 freshwater tank onsite. Two infiltration basins were onsite as PCSM. Both basins contained a fair amount of ice and snow. The rest of the area was free from snow and was greater than 70% vegetative cover. No E&S issues were observed at the time of inspection. According to Department records the ESCGP for this pad expires on 3/23/19. It also appears that a 2-year site restoration extension was acknowledged on 10/5/18. No violations were noted at the time of inspection. |
