Prior to the field meeting Hafer had separated the annular vents. Monitoring was conducted with an Altair 5X gas meter calibrated on 3/24/16, and a MultiRae meter conducted on 03/24/16.
13-3/8” x 9-5/8”: CO and H2S were detected by both meters: 1472 ppm CO and 17 ppm H2S. Chief will collect a sample for gas compositional analysis. 9-5/8” x 5-1/2” 50 % methane. Since there is uncertainty about the composition of the gas on the 13-3/8” x 9-5/8” annulus and since the possible presence of gas was reported by the operator, there is no violation associated with this inspection. Temporary erosion and sediment control BMPs are in place and in good condition. The site is well vegetated with a mix of annual and perennial plant species. Much of the pad containment liner remains in place. Several puddles on the containment were screened for electrical conductivity and ranged from 2.1 - 3.0 mS/cm. One of the puddles that exhibited elevated conductivity was adjacent to two tears in the containment. Prior to removing the containment, all fluids should be removed to minimize the risk of potential contamination to the pad surface materials and ground and surface waters. Further, due to the proximity of fluids with elevated conductivity to the tears observed in the liner, the pad material beneath the tear should be screened to ensure that fluids from the containment have not contaminated the pad surface material. The Department requests that the outcome of the screening be provided once complete. There were 4 properly tagged Marcellus wells staged for production. Each well cellar contained water; no bubbling was observed. There were 4 GPUs and 4 produced water tanks onsite and in secondary containment. A row of temporary flowback tanks remained onsite and in secondary containment. At the time of inspection all PCSM appeared to be installed and functioning as intended. The site was >70% vegetative cover and no E&S issues were observed. The gravel portion of the pad appeared to remain at its full size. Some compost filter sock remained onsite. It is recommended that temporary E&S measures be removed once permanent stabilization has been achieved. No violations noted. |
