I noted a small amount of water with what appeared to be drill mud in it in containment next to the berm near the cuttings backyard; I recommended that it be vacced up. I also noted a small amount of light staining near the chemical storage area that appeared to be oil or drill mud. These spots were small and I recommended they be cleaned. I departed the site @ 11:40 hrs. |

The rig and associated equipment have been moved off location. After the removal of the rig matting and secondary containment a hole was discovered in the polyurethane plastic containment. This hole resulted in oil based drilling mud being released onto the pad surface around the 1H well cellar. An under drain going to the well cellar resulted in the mud being released into a nearby sediment trap. The amount of mud released into the sediment trap is unknown. A thin film can be seen on top of the now dry surface of the sediment trap.
An "L" shaped trench measuring 84 by 45 feet and 3-4 feet deep was dug from the well cellar. This trench was dug along the underlain drain line. Chief representative on location: Kellon Balum. Violations noted. |
2618989 | Primary Facility | 2017-06-30 | Follow-up Inspection | Pending | Arrived @ 10:30. Weather: hot, humid. There were 2 completed, but not stimulated, wells on site. This inspection followed Chief’s notification to the Department earlier in the day of bubbling outside surface casing for the Hemlock Hunting Club B 1H and 2H. Kellyn Balum (Chief environmental) and Mr Dirt workers were addressing a release of Synthetic Oil-Based Mud (SOBM) at the time of my inspection.
Hemlock Hunting Club B 2H: The cellar was dry. Gurgling could be heard from one of the wellhead flutes above the conductor pipe x surface casing annulus. Closer inspection revealed numerous small bubbles continuously being released. The bubbling was verified as methane (49%/volume methane) using an Altair 5X gas meter (calibrated 6/27/17), tubing, and a collection cup positioned at the wellhead flute (collection cap well-positioned above observed bubbling). The annulus vents (13-3/8” x 9-5/8” and 9-5/8” x 5-1/2”) were shut at the time of my inspection. A follow-up inspection will be conducted to further evaluate |

Met with John Hafer (Chief Environmental Specialist) at 9:30 to further evaluate methane bubbling at the Hemlock Hunting Club B 1H and 2H wells (previously described on 6/30/17, IR # 2618989). The 1H and 2H are the only wells onsite. Previous observations of bubbling outside surface casing were made when the annular vents were shut-in. For this inspection, the annular vents on both wells were open to a polytank. Water and vac trucks were also onsite so that cellar water levels could be varied to further evaluate the presence of stray gas inside the cellars at both wells.
Hemlock Hunting Club B 2H: Initially observations were made when the cellar did not contain water. Near the mousehole, approximately 6” of cement at the bottom of the cellar was removed and there was water at the bottom of this depression. A continuous stream of fine bubbles was observed at this location. Water was then added to a level approximately half-way up the wellhead flutes. In addition to the bubbling |

Arrived @ 14:30 with Chief Environmental Specialist Jon Hafer to conclude 7-day PBTs on the Hemlock Hunt Club B 1H and 2H, prior to the wells being fracced. Both cellars contained water and bubbling was present in both cellars/ Pressures at the conclusion of the test were as follows:
Hemlock Hunt Club B 1H: 9-5/8” X 5-1/2”: 561.8 psig @ 15:00; 13-3/8” x 9-5/8”: 170.20 psig @ 15:05, 20” x 13-3/8”: 17.15 psig @ 15:05. Hemlock Hunt Club B 2H: 9-5/8” X 5-1/2”: 766.25 psig @ 14:50; 13-3/8” x 9-5/8”: 81.85 psig @ 14:55, 20” x 13-3/8”: 12.10 psig @ 14:55. Hemlock Hunt Club B Unit 2H: Prior to collecting split samples for gas outside of conductor on the Hemlock Hunt Club B 2H, we needed to wait for a water truck to remove water from the cellar. The water truck arrived at 15:30. Once the water level in the cellar was reduced to a suitable level, gas emanating from outside the conductor was captured with a sample collection cap. Split isotopic samples were acquired by Chief and DEP. |

At the time of my inspection, crews from Universal and Renegade were preparing for operations. Prior to my inspection, the 9-5/8” x 5-1/2” annuli of both wells had been pumped out, isolated and purged, then shut in at approximately 18:00 the previous day. A pressure transducer was attached to he 9-5/8” x 5-1/2” vent which was also plumbed to the gas buster in prep for the frac. During operations the 9-5/8” x 5-1/2” will be open, but if flow were to substantially increase, the transducer would alarm in the frac trailer. During the Hemlock Hunt Club B 1H and 2H fracs, all the annuli will be open and venting. All annuli on both wells had sufficient gas for isotopic sample acquisition. |

There were 2 properly tagged Marcellus wells staged for production. The B-1H cellar contained water and no bubbling was observed at the time of this inspection. The B-2H cellar was filled with ice. The wells were plumbed to a poly vent tank that was not on additional secondary containment. There were 2 GPUs and produced water tanks onsite and in secondary containment. It appeared that PCSM had been constructed and at the time of inspection was filled with ice/snow (Photos #1, 2). The site was snow covered preventing the assessment of vegetative cover and E&S issues. The result of this inspection is marked as Outstanding Violations due to those cited in the Administrative Inspection from 7/11/17, ID#2614132. No new violations noted. |
