While driving up the access road to the well pad, I observed an area where black fluid resembling drilling mud appeared to have been spilled onto the ground. It was evident that the black fluid migrated downhill approximately 200 feet in the drainage ditch of the access road. I took several pictures of the spill, and notified Alta of the incident. At approximately 2:00, I met with Joe Hill of Alta at the site and identified the area of concern to him. He indicated he was not aware of the spilled fluid or how the incident occurred. Mr. Hill stated that he would have his contractor on site start scraping up the impacted soils immediately and would collect pre and post remediation soil samples. |

The landowner has been skidding logs alongside the roadway, but no impact to the site or access road has been observed. There were no erosion and sedimentation problems, and the vegetation covering the site seems adequate. The site is stable and there were no issues at this time. There were no violations.

The incident occurred on Friday, June 10, 2016 at approximately 8:30 p.m. Initially, the spill was reported to Southwestern Energy (SWN) by the carrier as less than 5-gallons and clean-up began. A visual inspection by SWN personnel on the morning of Saturday, June 11th revealed the spill may have been more than initially thought and the spill was reported to DEP NERO's Emergency Response at 9:00 a.m. The information reached the Scranton O&G office at 9:00 a.m. on June 13, 2016. I spoke to SWN's Afton Sterling via telephone while on-site to obtain the details of the spill. I also received follow-up emails from SWN’s Mike Deming that relayed some other details of the incident. A summary of both sources indicates that a waste water truck was in the process of loading production water from the production tank on the pad when the production fluid foamed in the truck and spilled over.
