Based on previous inspections, evidence of gas bubbling was observed at the surface in the 9 5/8" x 13 3/8" annulus. A violation of the Department's regulations, 25 PA Code 78.86 was cited for this well based on the existence of bubbling in a DEP inspection report dated 9/13/11 (Inspection Record #2002321). At the time of this inspection, there was minor bubbling present in the annulus. There are four wells drilled and fracced on site (1H, 3H, 5H, and 7H). All four wells are online for production. Carty 3H and 5H were temporarily shut in during this inspection. No new violations were observed while on site. An outstanding violation of 78.86 is still existing. The Operator shall forrect the defect or submit a plan to correct the defect for approval by the Department within 30 days of receipt of this inspection report. |
