Floats did not hold, had 24 bbls returns reported. noticed bubbling morning of 10/4. Bubbling consistent on 9 x 13 annulus. Operator reviewing logs and will report to DEP on plans going forward. While on site was notified of diesel spill of 20 - 30 gallons. Overfilled generator. Not on containment. Operator reportedly overexcavated area (12' x 8')and disposed of material into rolloff. Operator also used biomatrix absorbent on spill. DEP will follow up with any necessary sampling requirements.

Company Man indicated bubbling has stopped. Attempted perf and squeezes were completed with no injection success. DEP notified, and ok'd go ahead of drilling. At time of inspection, no bubbling was observed. Annulus currently vented and operator will be installing pressure gauge to monitor pressure. ID sign is in place and indicates two permit numbers associated with this pad, the Valentine Soliman 3H (115-20602) and 4H (115-20646). A third permit, 115-21479, was issued on 10/25/2013 and has yet to be drilled. On the East side of the access road, a flat area has been created in the area designated on the plan as "timber" and "topsoil stockpile". Swale #2 has been leveled to access the area. The plans need to be updated to reflect the change. No E&S issues were noted and significant perrenial growth of red clover, white clover, and birdsfoot treefoil were observed over all revegetated areas. The two wells drilled on this pad have been stimulated but are not in production. Neither well was tagged. No bubbling was observed in either cellar. Felt has been placed around the area of both wells in preparation for containment. No evidence of a spill or release was noted.
