I used an Oakton, pH, Conductivity, Salinty and TDS meter to field screen fluid ponding below the leaking valve and surrounding areas both on and off secondary containment. Elevated conductivity readings were observed on containment below and around the area where the leak was discovered; (4-5) millisiemens/cm, in ponded water between the corrugated pipe berm and railroad tie berm encomapssing the secondary containment system; (4-5) milliSiemens/cm, and in pockets of water in the rock lined site perimeter ditch below the cut slope for the site, (7-9) milliSiemens/cm. A petrloeum like sheen was observed in a small pocket of water in the site perimeter ditch. The felt layer below the secondary containment liner and railroad tie berm was noted to be wet between the mud transfer lines and site perimeter ditch. |

My meter did not record any readings of concern during the inspection. All readings were less than (1,200) microSiemens/cm. Mr. Villareal indicated that any water noted to be elevated in conductivity during the 7-22-13 inspection was removed from the site. Any ponding water on the surface of the ground and secondary containment was from yesterday afternoon and last night's rain event. The leak in the manifold line on the mud transfer lines has ceased, the black powdery susbstance on the surface of the ground has been cleaned up and the (55) gallons drums containing a liquid material with milgel stored on top has been moved away from the edge of secondary containment. |
