SDC Drilling Rig #44 is currently drilling the Bac Realty 1H well at a depth of (13,224) feet. Doug Lockwood of SWN is the Company Man at the site. Mr. Lockwood stated that the spill occurred as a result of the well belching, as a kick of gas, which was actually a (10) barrel kick, had occurred during drilling and the gas forced the diesel oil based mud out of the well. The incident description listed in the SDC 44 Environmental Incident Report provided to me by Mr. Lockwood states that "While Drilling the lateral the well belched, resulting (2) barrels OBM discharge out of the shaker possum belly." "All was contained on the shaker skid and secondary containment. "SWN safety person was notified". There is no evidence that the spill impacted the pad surface. |

As Photograph 4 indicates, it almost appears as if the discharge is not being directed to the berm A, but bypasses the berm by following the path between the berm and the pad. Recent heavy rain events appear to demonstrate that the flow is being directed to the berm, and that the infiltration berm is working as designed. Present during the inspection were Mike Deming, SWN Senior Regulatory Analyst, Rich Gulyas, Senior Operations Analyst, and Andy Breese, Construction Foreman. Discussed with Mike Deming the concept of discharging the storm water from the tank farm containment. The last inspection revealed that the conductivity was 44 microSiemen/cm³, a level the Department considers consistent with relatively clean storm water on containment. No sheen was observed, hence SWN could discharge this water per prescribed procedures if they so desire. A minor amount of storm water was present in the GPU containment, and in the production tank containment. No violations were observed during this inspection. |

A review of the permit revealed that the site fairly matches the permit site restoration plan. Hence, if a technically complete NOT application was submitted for this pad, the application would probably be approved. |
