The water was being pumped to a Mass ( Modular Aboveground Storage Structure) on location from the Young and Odel fresh water impoundments I took a walk around the location and there were no obvious concerns noticed. The weather conditions were partly cloudy skies with a light breeze, and temperatures in the mid 30's. SWN Rig #44 is the drilling rig on the pad. The current drilling depth is (1,620) feet. I met with Mike Deming, Senior Regulatory Analyst and Tommy Howard, site company man/well site supervisor, both of SWN. Mr. Deming and Mr. Howard provided me the following information regarding site activities and the spill. "We are drilling the Conigliaro 1H well. Halliburton is getting ready to cement the intermediate casing at (1,620) feet. The surface casing was cemented at (580) feet. Kickoff point (KOP) is at (5,150) feet. The well will be drilled to total depth at (12,637) feet. We will air drill the well to KOP and drill with diesel oil based mud from KOP to total depth. The surface section was air/mist drilled. The Conigliaro 2H well has been drilled to total depth. This rig can drill wells from top to bottom. |

The weather conditions were sunny skies, a light breezy and mild with temperatures in the 50's. C.S. 3211(f)(2) on 2/12/18. The notice indicated that stimulation of the Conigliaro 1H and 2H would commence on 2/22/18 at 6 AM. I met Jonathan Sites, well site supervisor/site company man, Jonathan Davidson, Senior Workover Completions Foreman and Mike Deming, Senior Regulatory Analyst all of SWN. Mr. Sites and Mr. Deming stated the following in reference to site activities and the modular aboveground storage structure (MASS) as per the OG-71 Form B application accepted by the Department on 2/14/18.
