The last inspection conducted on behalf of the operator was on 7/15/2013, no issues were noted. There are seven drill permits issued for this site, that have expired. The ESCGP is active. No wells have been drilled at this site and there are no active drilling permits issued for this site. The site has not yet been restored as per the Site Restoration Plan in the ESCGP (Figure 6). This constitutes a violation of 25 PA Code § 78.65(2). The violation will be cited against the 117-21027 permit (Costanzo 818 1H). No violations were cited against the ESX09-117-0086 or 117-20563(1V), 117-21032(6H), 117-21031(5H), 117-21030(4H), 117-21029(3H) or 117-21028(2H) permits. |
2527124 | Primary Facility | 2016-10-11 | Routine/Partial Inspection | No Violations Noted | The Department of Environmental Protection (DEP) inspected the SWEPI LP – Costanzo Unit 818 well pad (ESX09-117-0086) located in Chatham Twp., Tioga Co. on 10/11/2016 @ 1330 hours. I was contacted by Mr. Josh Vandergrift, SWEPI LP with questions regarding restoration of the cut slope of the well pad. The weather was 50° and sunny.
SWEPI is currently in the process of installing PCSM BMPs and completing restoration of the pad. SWEPI requested the cut slope be allowed to remain at the current 2:1 slope due to issues with stabilization during construction. SWEPI stated the landowner has no issues with the cut slope not being returned to AOC since the post construction land use will be hunting/recreation. No agricultural activities will be taking place on the area in question. SWEPI also stated the slope remaining 2:1 did not affect the PCSM drainage calculations.
