The well site was idle. No additional site construction has occurred since work ceased in late 2015. The access road and associated erosion and sedimentation (E&S) controls remain in place. The site was snow covered and vegetative growth was not observed with the exception of the topsoil stockpile. The last routine E&S inspection was conducted on 3/17/17. The well site was idle. No additional site construction has occurred since work ceased in late 2015. The access road and associated erosion and sediment (E&S) controls remain in place. Most of the site is permanently stabilized, with the exception of the area beyond the stabilized access road. Southwestern has reported the status of the Stafford 2H well as "Proposed but Never Materialized" and the permit expired on 9/19/17. No new permits have been issued for the site. As found under 25 Pa Code Section 78a.65(3), "If a well site is constructed and the well is not drilled, the well site shall be restored within 9 months after the expiration of the well permit unless the Department approves an extension for reasons of adverse weather or lack of essential fuel, equipment or labor."
