There are two large steel tanks, in close proximity to this well, for production storage. One tank is with-in a contained diking; the other is not. There is oil spilled with-in the contained area. I contacted the operator regarding this spill via telephone. Steps are to be taken to avoid further migration of the spilled oil. Brine water appeared to have been discharged from the tank that is not with-in a containment. There is a swath of dead vegetation extending approximately 30 feet down grade of the tank. The tank is entirely empty and is likely leaking. The operator was advised to discontinue the use of this tank for brine storage.
Although it was not mentioned in our telephone conversation, the operator should also take steps towards identifying their facilities with well tags. The API number does not appear to be posted anywhere on this well head or pump-jack. This location will continue to be monitored with future investigations. |

Very little has been done since last reported. An API identifier has not been posted on the well. The inside of the tank battery containment still has a good deal of oily residue matted on the ground surface. No move has been made to remove soil that was impacted by the spilled brine. The operator was contacted via telephone and encouraged to be proactive in the clean up process and to get the API identifier posted on the well. Progress will continue to be monitored with future inspection reports. |

These facilities have previously been reported on, please reference inspection ID: 2780372, and 2753914. I was driving by these facilities, on Wilson Road, when I noticed spilled oil lying on the surface of the accessing road, near the tank battery. Further investigation revealed that more oil had been discharge with-in the the storage tanks earthen containment. A small amount of oil had evidently migrated out-side of the containment. It was not clear, at the time, how the oil had travelled out of the containment. The total volume of spilled oil appears to have been less than a barrel. The total volume to have travelled out of the containment is not believed to exceed 5 gallons. Contact was made with the operator, via telephone, shortly after visiting the site. It was indicated that the spill had originated from the stand pipe that runs up the side of the storage tank. The pipe had allegedly froze |
