The access road a pad are in good condition and the site is stabilized with vegetative growth. The gas well appeared to be in good working order and functioning properly. The gas well permit number and name were posted to the well. The poly production tanks are staged within an earthen berm containment structure which is partially vegetated. No violations were identified during the inspection. |

The access road and the pad area were observed to be in good condition. Uniform vegetative growth was observed through a thin layer of snow on the ground. The earthen berm secondary containment around the production tanks appeared to be in good condition and was observed to be vegetated. The production tanks also appeared to be in good condition. Although the operator is in compliance with current regulations, they should consider using secondary containment constructed of impermeable materials. A release of fluid within the berm can result in a violation being issued to the operator. The gas well and the associated infrastructure appeared to be in good condition and functioning properly. The well was tagged with identification. No violations were identified during the inspection. |

On the same day, I spoke on the telephone with Mr. Kyle Borden from CNX Resources Partners (CNX) regarding details of the release and remediation efforts. On Monday February 4, 2019 I conducted a site inspection to further assess the situation. Following the inspection, I was contacted via telephone by Mr. Borden with an update to CNX's continued investigation which was completed prior to my inspection.
There are five (5) production tanks connected in succession within a vegetated earthen berm containment structure which receives produced water from multiple gas wells in the area. The produced water enters tank 1 and will flow into each successive tank dependent upon the fluid level in the preceding tank. The inspection was conducted to assess remediation activities resulting from an operator reported release of produced fluid in February 2019 and summarized in SAIR No. 2836048. The release of produced fluid resulted in the operator being issued violations of 35 P.S. Section 6018.301 and 25 Pa. Code, Sections 78.54 and 78.57a.
Analytical results submitted to The Department by the operator confirmed that native materials were not impacted by the release. The release was investigated and remediated. No violations were identified during the inspection. |
