The site ID was installed. The PPC plan and Emergency Response plan were onsite. The wells appeared to be drilled and equipped for production. The Department notes that the Operator was actively using the well pad site for parking associated with the earth disturbance activity of an adjacent pipeline. According to paperwork on site the well site earth disturbance permit was issued by the Westmoreland County Conservation District. The photo attached refers to WCCD Permit #8538. The post construction storm water management mapping indicates that an infiltration basin and two infiltration berms were to be installed. The site appeared to be constructed in accordance with the PCSM mapping, however the infiltration berms were holding water and the infiltration basin was empty. The Department observed a cone shaped stain under the 6 inch white plastic emergency overflow inside the concrete outlet structure associated with the infiltration basin. The Department also observ |
