The weather was cloudy with intermittent light rain and unseasonably mild at 35 degrees Fahrenheit. The pad was covered in several inches of wet heavy snow. This inspection was performed to ascertain the status of several open violations against the pad. Over the course of the last few inspections of this pad, the Department documented several violations involving sediment leaving the site, insufficient frequency of E&S inspections performed by the Operator, and failure to implement and maintain E&S BMPs to prevent accelerated erosion and sedimentation.
Upon my arrival, I checked the mailbox and saw that the Operator had been performing all weekly and post-storm inspections as required by the ESCGP. As I pulled up the access road, I noticed that compost filter sock was installed onsite in the areas that sediment was observed to be leaving the LOD during previous inspections.
